Fix dictionary image support (#1526)

* Fix content security policy for images

* Add createBlobFromBase64Content to MediaUtil

* Update MediaLoader to use MediaUtil

* Use blob URLs when importing dictionaries

* Update VM's URL to support createObjectURL and revokeObjectURL

* Fix test
