Frequency dictionary sort (#1938)
* Add sortDictionary/sortDictionaryOrder options
* Update options
* Add API.getTermFrequencies
* Add settings
* Implement frequency dictionary sorting
* Update test
* Update test data
* Fix handling of undefined rank-based frequencies
